The following article comprises several different attitudes and approaches to drug problem on the level of European Union countries. Till this time the EU has do ne a lot of methodological work in the field, which is also reflected in the third EU Action Plan on Drugs (2001 – 2004). The main purpose of this text is to demonstrate the variety of techniques that may contribute to development of technique scale in the central European room.
